enhance template provider to support blank project, mobi project, config file mapping

            Description


            ICEfaces template provider provide extension point to allow template contribution.

            1. template contribution may need to identify this template is for blank project which is default selection
                adding blank=true attribute
            2. mobi blank project should be identified to force mobi component
               adding mobi=true attribute
            3. in case of complicate sample app, we may need to use prebuild config files instead of letting eclipse to generate config files. <web-xml-path>web.xml</web-xml-path>
            <facesconfig-path>faces-config.xml</facesconfig-path>
            This is temporary solution. This will be deprecated after introducing config file merge capability
