Add ICE-5522 to selectOneMenu component

            Description

            The selectOneMenu would also benefit from having ICE-5522 added to it. In Firefox this is not relevent for selectOneMenu, but in IE it is.

                Modified the ice:selectOneMenu code to use the same technique as ice:selectManyMenu, in detecting multiple onchange events, and waiting to do a partialSubmit until they'd finished.
